's optimistic democrats and republicans can reach a deal to steer clear of the so-called fiscal cliff, but he's got a backup plan if they can't. obama wrapped up a meeting at the white house with congressional leaders. they're trying to find a way to head off automatic tax increases and spending cuts that take effect in the new year which economists warned could trigger a recession. >> we're now at the point where in just four days, every american's tax rates are scheduled to go up by law. every american's paycheck will get considerably smaller. and that would be the wrong thing to do for our economy, it would be bad for middle class families, and it would be bad for businesses that depend on family spending. fortunately, congress can prevent it from happening if they act right now. i just had a good and constructive discussion here at the white house with senate and house leadership about how to prevent this tax hike on the middle class. and i'm optimistic we may still be able to reach an agreement that can pass both houses in time. >> the president obama says if time runs out, he will urge

to turn to the desperate, last-ditch effort to try to keep the country from falling off the fiscal cliff, sending everybody's taxes up and possibly sending the country into another recession. it's down to the wire with just three days left. and abc's lisa stark has the latest on the last-minute wheeling and dealing being done in washington. good morning, lisa. >> reporter: good morning, bianna. well, the next 24 hours are critical. the president this morning in his radio address, told lawmakers don't let washington politics get in the way of american progress. so, the last-ditch attempt is on the way to put together a deal. and the ball is in the senate's court. there's nothing like a deadline to force action. the president met with congressional leaders friday for the first time in six weeks. then, proclaimed himself modestly optimistic. but warned -- >> the american people are watching what we do here. obviously, their patience is already thin. >> reporter: with the clock running out, here's the game plan. the democratic and republican leaders in the senate will spend day trying to has

on that? >> as mike reported president obama is looking to break the fiscal cliff negotiations by giving an ultimatum to republicans either compromise on the budge deal or risk facing an up or down vote in the senate on a basic proposal that would include many elements that were previously rejected by the g.o.p. how well the next couple of display out and will the president's tactics work? joining us is jamie weinstein. what do you think of that? >> i don't know if his threats are going to work very much because even his proposal has to have the acquiescence of all senators. the fact of the matter is senators know whether they do something or not the next day after the fiscal cliff there is going to be a bill in congress to lower tax rates after all the tax rates expire below $250,000. maybe at this point it looks like the big win that the republicans might get, if you want to call it that, is extending that slightly upwards to $400,000 or $500,000. this is bare bones deal. we're not solving our fiscal approximate and not discussing it. this is going to be fought another day, perhaps in

for politics. less than three days until the so-called fiscal cliff and congress still trying to hammer out a deal. they've had 515 days to work this out. still, though, capitol hill leaders are at an impasse and starting next week, you and i could see our paychecks cut as payroll taxes go up and that could be just the beginning. the clock at the bottom right of your screen there might as well have a blaringa, large on it because come midnight monday if lawmakers have not found the fiscal cliff solution you're going to hear a whole heck of a lot of noise. let's get straight to washington. nbc's kristen welker at the white house and luke russert is tracking developments at capitol hill and nbc news senior political editor mark murray is here to break it down for us from the washington bureau. we will start with kristen. last we heard, kristen welker, the president came out to report that he is modestly optimistic. has the rhetoric changed at all today? >> reporter: it has changed a little bit. the president is still modestly optimistic, but i just spoke with a democratic source who tells me

tonight, the last ditch effort to avert the fiscal cliff. president obama met with congressional leaders for several hours at the white house today to try to hammer out a deal before taxes go up on more than 160 million americans. after the meeting, the president presented a new plan to avoid the cliff and said he was modestly optimistic. >> we had a constructive meeting today. senators reid and mcconnell are discussing a potential agreement where we can get a bipartisan bill out of the senate over into the house and done in a timely fashion so that we met the december 31st deadline. given how things have been working in this town we have to actually wait and see until it actually happens. the one thing that the american people should not have to wait and see is some sort of action. so if we don't see an agreement between the two leaders in the senate, i expect a bill to go on the floor. and i have asked senator reid to do. this put a bill on the floor that makes sure that taxes on middle class families don't go up, that unemployment insurance is still available for 2 million people, and
